COI and Lien Waiver Tracking: How to Stop Chasing Paperwork

Certificates of insurance and lien waivers are simple documents that create a disproportionate amount of work. This guide covers why manual tracking breaks down, what to standardize before you automate anything, and what an AI agent can realistically take over.

The two documents, quickly

A certificate of insurance (COI) is a one-page summary from an insurer or broker confirming that a trade partner carries specific coverage — general liability, workers' comp, auto, umbrella — with limits, endorsements, and an expiration date.

A lien waiver is a signed document in which a contractor, subcontractor, or supplier releases lien rights tied to work performed or payment received. Waivers come in four common shapes: conditional or unconditional, partial (progress) or final.

Why manual tracking breaks down

  • Everything expires. A compliant vendor file goes out of date on its own, silently, with no event to trigger a follow-up.
  • The documents are unstructured. ACORD forms, broker PDFs, scans, phone photos, and email bodies all carry the same facts in different places.
  • Follow-up is the actual job. The work isn't reading one certificate; it's the third reminder to the broker who hasn't replied.
  • It blocks money. Missing waivers hold up pay applications, and lapsed coverage holds up site access — so the paperwork becomes an emergency at exactly the wrong moment.
  • It lives in one person's head. Spreadsheet plus inbox plus memory is a single point of failure.

Standardize before you automate

Automation amplifies whatever process you already have. Get these four things written down first — they become the rules your agent enforces.

  1. Your requirements, per partner type. Minimum limits, required endorsements, additional-insured and waiver-of-subrogation language, and who is exempt.
  2. Your waiver templates. One approved template per type, per state where statutory forms apply. Free-form waivers are what make review slow.
  3. One place documents live. A single folder or system of record — not an inbox — so “do we have it?” has one answer.
  4. Your escalation rules. How many days before expiration you reach out, how many reminders, and who gets told when a partner goes non-compliant.
